Forum on strengthening the system of collective rights management

The Forum on strengthening the system of collective rights management was successfully concluded on September 7 and 8, 2023 after two days of insightful discussions and informative sessions on best practices adopted by the CMOs when setting the tariffs, collecting, and distributing the same to the right holders. The Forum which gathered CMOs, users’ representatives as well as officials from the competent institutions was held to identify the challenges on enforcing the decision on General Tariffs on copyright in cable retransmission and the Agreement on Tariffs in the field of music and drafting recommendations for further actions.

The Forum featured presentations and panel discussions led by the international expert from the Italian Communications Authority (AGCOM), Mr. Giovanni Gangemi, and the founder of IPLegals, Ms. Kujtesa Nezaj who, prior to the Forum, jointly conducted in-depth research and analysis of the state of play and best practices.

The Forum was concluded with several recommendations that will contribute to the establishment of a more effective and transparent system for collecting royalties and compensating right holders, fostering trust, and ensuring a sustainable collective management of rights.
